趣旨

2018年、武蔵野大学に於いて「未来を創ることばの教育をめざして:内容重視の批判的言語教育(Critical Content-Based Instruction: CCBI)のその後」という国際シンポジウムを開催し、どのようにこのアプローチが受け入れられ実践されているのか、どのような課題があるのかについての意見を共有する場となりました。

その後、世界の状況は大きく変わりました。コロナウィルスが蔓延し、それにより多くの学校や職場が一時的にオンラインへ移行しました。人々がこれまでごく当たり前のように行ってきた社会生活や、人と人との関わりのあり方を見直さざるを得なくなりました。

アメリカ、日本をはじめとし様々な国においては、過去10年ほどのうちに異質な者に対する排除や誹謗中傷など寛容性に欠ける言動・行動が至る所で目につくようにもなりました。そのような社会状況に対する懸念から、アメリカでは外国語教育や応用言語学において社会的公正の重要性を強く主張する動きが出てきました。例えば、ACTFL(American Council on the Teaching of Foreign Languages: 全米外国語教師会)、AATJ(American Association of Teachers of Japanese: 全米日本語教師会)、AAAL(American Association for Applied Linguistics: 全米応用言語学会)などの団体も、さまざまな形で社会的公正の重要性を主張していますが、引き続き大きな課題が残されているのが現状です。

そのような現状を踏まえ、今回は、内容重視の批判的言語教育(Critical Content-Based Instruction: CCBI)の視点から、ことばの教育においての論争上にあるテーマの取り扱い、さらに、異質な者との共存へのことばの教育の果たしうる役割などにも焦点を当てることにしました。そのことを通して、さまざまな立場や状況、分野にいる人・組織・団体が相互に連携を図り、意見交換し、社会的な動きをつくる契機となる場にしたいと考えています。

In 2018, we held an international symposium on “Toward Language Education that Creates the Future: After Critical Content-Based Instruction (CCBI)” at Musashino University to share ideas on how this approach is accepted and implemented. The symposium provided an opportunity to share opinions on how we can implement this approach and what challenges remain.

Since then, the global situation has changed dramatically. The coronavirus spread, causing many schools and workplaces to go online temporarily. People had to rethink their social lives and how they interacted with others, which they had always taken for granted.

Over the past decade, we have witnessed a lack of tolerance for people different from the rest of the world, including exclusion and slander in many places. Concerns about such social conditions have led to a movement in the U.S. to strongly emphasize the importance of social justice in foreign language education and applied linguistics. For example, the American Council on the Teaching of Foreign Languages (ACTFL), the American Association of Teachers of Japanese (AATJ), the American Association for Applied Linguistics (AAAL), the American Association for Applied Linguistics (AAL), the American Association for Applied Linguistics (AAL), and the American Association of Teachers of Japanese (AATJ). The American Association for Applied Linguistics (AAAL) and other associations have advocated the importance of social justice in various ways, but significant challenges remain.

In light of this situation, this year’s conference will focus on handling controversial topics in language education from the perspective of Critical Content-Based Instruction (CCBI), as well as the role that language education can play in coexisting with those who are different from one another. The focus will also be on language education’s role in coexisting with people from different backgrounds. Through this, we hope to provide an opportunity for people, organizations, and groups in various positions, situations, and fields to collaborate, exchange ideas, and create a social movement.

 2018年の第1回批判的言語教育国際シンポジウム「未来を創ることばの教育をめざして:内容重視の批判的言語教育(Critical Content-Based Instruction: CCBI)のその後」に続き、第2回批判的言語教育国際シンポジウムは2022年夏にアメリカのペンシルバニア大学の協力でオンラインで開催します。みなさまといっしょに引き続き「内容重視の批判的言語教育(Critical Content-Based Instruction: CCBI)」の可能性について模索していければと考えています。
