I am a Fellow in the Department of Medical Ethics and Health Policy at the University of Pennsylvania, from which I also gained my doctorate in Political Science in 2018. Although Penn has been my primary academic home for the past several years, I was the Queen Elizabeth Fellow at the University of Oxford in 2016-2017 and a Chateaubriand Fellow at Sciences Po Paris in 2015-2016.

This website is a portal to my work, which employs comparative and historical analysis to study health, labor, and social policy. Of particular interest is the de-institutionalization of people with mental illnesses — an international trend that has resulted in varying volumes of mental health care supply in different countries.
